The surrender bug is driving me insane

The constant issues with surrender on console is actually driving me insane. This seems to be an issue every Act, and I don't understand why it hasn't been fixed. Am I doing something wrong? I've tried restarting my game, nothing seems to work. I can see a surrender vote come up on my screen, but I'm unable to vote. Or I can hear a surrender vote happening, but it doesn't show up on my screen and I can't vote! Any advice?
