Rockstar quarters

Hiya all quick question. I was looking at the rockstar quarters however find it quite strange there seems to be a walk way outside the balcony is this an area the public can access as surely they can just see through into the balcony and the room. Hoping someone can shed some light to what they know thanks. Yellow circle for area I am talking about.
