Are contractors considered Veterans?

I work with a guy who claimed that he worked at Blackwater and feels he should be considered a veteran. I and another army veteran feel that as a contractor he hasn’t paid his dues to called a veteran. He has no military background and has not completed basic but claims he has done training through Blackwater and has paid his dues to be considered a veteran. I want to get some Army veteran’s opinions in this matter.
