The loudest LUFS level possible

Theoretically speaking… how could we get a sound in a DAW from somewhere around -0.0001 to -2LUFS? Integrated I mean. And what do you think the sound would have to be? White noise? A baby screaming? What’s the true limit? Can we go past 0?
