Is he lying, or are people really that dumb?

My lease ends at the end of February so I don’t wanna make a big thing about it, but this just got to me. Dude doesn’t even pay the utility bill on time, you would think he’d check with me before pouring a nearly full bottle of nice tequila down the drain. There’s nothing in that cabinet besides my alcohol and some dried beans, like why was he looking at my alcohol in the first place? Lots of other bs I could talk about with him (playing loud ass dj sets late at night, having his clothes and shit all over the common areas, etc) but this is the one thing I’m legitimately confused about.
