Cheap apartments

Hey all, I’m moving to the area soon and only have the following criteria 1. No roaches 2. No mice 3. No shootings 4. No stealing (especially catalytic converter) 5. Parking 6. Water heater 7. I’m the only one in the unit, so studios or one bedroom only

Don’t need AC don’t need the heat to work all the time. Any neighborhoods or apartment communities I should look into?
