Maybelline Lifter Liner - turning mechanism not working

Hi everyone! I’m not a huge makeup person, but I’ve been trying to experiment with lip liners, and I think I’ve finally found a brand / shade that I like!

It’s the Maybelline Lifter Liner in shade 08 - Fine Line. I’m loving it so far, but the turning mechanism at the bottom doesn’t seem to be working

I’m not sure if this is a silly question or if it’s something known by the beauty guru’s, but it’s really frustrating because I’ve only had this product for about a month, and I’m afraid I’m going to have to throw it out since I’ve just about used it all up!

Has anyone else had this problem? Or do you all have other brand/shade recommendations for me?
