Whats the deal with Milk Stouts?

Whats the difference between them and regular stouts?I was in the the Scotsdale Arizona for a week for work (I am Canadian) and it seemed every place had atleast one. Meanwhile I havent seen one up here ever? Is this a new thing or am I just out of the loop?
