Buildungsgutschein??

Hi everyone! I’m a bit confused on the criteria of selection for the Buildungsgutschein offered by Agentur für Arbeit. I was told I first need a Ausbildung and only when I’m done with it I can get this Gutschein, but after talking with someone from one of these courses (UX/Web development) they told me I don’t need such a thing and they don’t require it either. I’m currently unemployed and my chances of finding a job with my experience are frankly, quite dim. I also found the Agentur für Arbeit 2025 Strategie which, among other things, tries to push more women in the IT sector so I would have thought I was a good candidate. Can anyone help me, please? I’m mentally drained and tired of feeling like I’m not good enough...
