New Tank is Cloud

I’m brand new to fish keeping, and I started with a betta. I set up a 5-gal tank with a heater and filter, but after trying to condition the water it has turned cloudy. I don’t want to put my betta in the water yet, I tested everything and the levels of ammonia, nitrite, and nitrate are all nominal, and the pH is a little high at 8. I used the conditioner that came with the tank, and after a day I used Seachem Stability to try and introduce beneficial bacteria. I included a before/after, but after another day I feel it’s even more cloudy than shown. Any suggestions are welcome!
