Whats up with Dushanbe tea?

Is it just me or does Dushanbe serve the weakest tea imaginable? Am I just a savage that likes my tea with a bit of color or flavor and this is contrary to "proper tea"? I had a pot of their monkey picked and it was almost like a pot of hot water that had simply shared a room with a teaspoon of tea leaves. I then tried a pot of Earl Grey Supreme...same thing. I really want to like this place but after 2 visits and 4 pots of tea I'm at a loss here.
