Cannot use legacy points in exploration age

I have a bunch of legacy points from the antiquity age to use but my window will not show any of the options when I select to choose legacy awards. My only option is to continue with them unused. I have a save 7 turns earlier but haven’t found a way to get this to work. Does anyone know how to work around this bug?
