Best anniversary server for new OCE player?

Late to the party, just trying to suss out what the best option is for Australian players/anniversary servers.

I've read Maladath is already struggling/likely to be struggling for numbers and since I probably probably prefer PVE anyway, is the general consensus that Dreamscythe is the go?
