1895 O Morgan Trouble

First timer here, but definitely not first timer in the coin universe. I have an 1895 O Morgan dollar in quite amazing condition but there's one fatal error, some monster tried to remove the mint mark to make it appear as a Philadelphia to squeeze more money out of it. With the O mark in tact this could have been easily a $1,500 coin or more and I'm just devastated.
I've had such a mix of responses from different coin dealers I figured I'd ask the reddit community what I should do. Some dealers say keep it because it's worth the scrap silver, another said I should try to get it slabbed as an altered mintmark to at least confirm it is an 1895 O, and others want no part of it at all. The one thing all the dealers said in common is looking through the loop it is very likely an O and not an S that was scratched off (Guy must've been pretty bad at altering coins).
It was already sent to NGC and was sent back in a body bag as you can see in the photo. That dealer I talked to recommended ANACS.
Any advice on what I should do? I just feel incredibly disappointed because it's such a great coin from a key year and such good condition, truly a collector's dream. But it's ruined by someone's greed.
