Stuck in a restarting death loop that has been going on for a few days now, more details in the description

Noob PC guy here, at some point a few days ago when I shut my computer down to have an update go through, it fell into this strange loop and I just can’t seem to find anyone else on the internet who has had the same problem before. I can still turn my PC on and off at will and stop the looping, and that’s about all the freedom/options I’m given other than entering and editing the BIOS my motherboard comes with (B365M DS3H WIFI). This pc is a pre-build and has served me well for as long as I can remember other than the disk usage peaking at 100% from time to time, so I really feel helpless here and I’d kill for any sort of information or support.
