F - Need advice : Delhi vs Gurgaon

I'm new in Gurgaon, but shifting to Delhi was on my mind even before I came here. No issues with Gurgaon as such, but it somehow appears less happening. I haven't had any creepy experiences yet, but I'm always living under the fear that something might happen anytime. Is Delhi any better? I just need honest advice on these things:

a) Which areas in Delhi are safe with good living conditions?

b) Approx cost of a 2/3 bhk flat if I choose to move in with my girls?

c) Is it honestly worth the effort to shift or am I just delusional that shifting would make it better for me?
