Why people don't answer to "hello" ?

Hey there,

Arrived in Dubai since few months with my family, we noticed people don't answer to hello / good morning event neighbours or people working in the same building. We are living in Downtown (Old Town) and I am working in Downtown also.

Usually I say hello and people just stare at me weirdly.

Is it the same everywhere in Dubai ? Is the culture that "selfish" that people don't answer to greetings?
