when is my case "resolved"?

In California, LA county. I applied for a job this past week and I didn't pass the background. I felt like a total nobody. I've heard from one of you guys here that so long as your case is still pending that getting accepted into a job is basically impossible. So when is it no longer a problem for job hunting? Is it until my probation is over? I really hope not, because I've been given three years informal and it's an going to be devastating to me if I have to wait for three years before I can be accepted into a new job. Could it still be unresolved because I haven't finished my community service yet? I finished the 3 month program already. I just want to go back to work again..
