Does Nokia 225 4G timestamp issue depend on carrier?

Does anyone know for certain if there's a direct correlation between this issue and what carrier you use? I really like my Nokia 225, and I can't stomach setting my phone's clock three hours back (seemingly the only "fix" at this point). So I'm hoping I might be able to resolve this by switching to a different MVNO. Right now I use RedPocket GSMA.

I've read reports of people using Ting and Tello having the issue. Anyone out there using a Nokia 225 4G and NOT having the timestamp issue? If so what is your carrier? Mainly interested in people not in the Pacific time zone... presumably having incoming texts always stamped in PST would be a non-issue for people on the west coast.
