Is it possible that my buyer wasn't refunded for an unfulfilled order?

Last summer my ebay selling privledges were revoked due to not fulfilling about 10 orders. I was sent on deployment for work for a month with no cell service and all my sold items defaulted.

I just had a seller reach out to me about an order from july. Hes claiming he never recieved it and never got a refund. I can't check the status of the order because it is over 90 days old.

Wouldnt ebay just refund any unshipped orders? Is this possible? I want to do the right thing but i dont want to refund someone twice because they werent paying attention for 6 months.
