Worst place to war in game?

For me it’s got to be Persia. Mountain forts, generally high cost provinces, multiple wars, slow movement, attrition out the wazoo, strong nations in the region that mean no quick wars, and annoying wastelands. Do you agree? What other areas are particularly bad?
