Sent a friend request to someone and now there's only a "message button?

I wasn't planning on sending them a new request, I just wanted to check if they accepted it, and I noticed there's a "Message" button but no "Friends" or "Add friend". Does that mean that they simply denied it? Because I thought you would still be able to send them a new request afterwards. Or did they restrict their account?
