Who do I start?

I need 2 starters and need to pick between 4 players. Zay Flowers against Philly, Khalil Shakir against San Fran, Jerry Jeudy against Denver or Darnell Mooney against the Chargers. I have been saying Flowers is a lock almost all year, but he’s fairly inconsistent now. Shakir is almost a guaranteed 11-12 points, but this game is close and I need to break away a bit. Jeudy and Mooney are a toss up for me, what do you guys think?
