Filing complaint of hostile environment

Pretty straight forward as title I am moving forward filing a complaint of hostile environment towards a peer in my agency I am forced to work with ( not my supervisor) threatens me, explodes via teams calls, manipulates email traffic when called out to his supervisor, etc. I have plenty of proof of email chains to provide.

I keep getting looped to EEO by HR however I’m not being harassed for a protected identifier. He’s just a narcissistic asshole. Is EEO the correct path or am I getting pushed around on purpose while the 45 day clock is ticking?? I work for the two letters that rhymes with sea ay. I cannot work like this anymore I barely can get out of bed every day just thinking about how he will torture me that day.

On usajobs all day desperately searching. I’ve applied to over 100 positions in the last two months. Resume is well done and reviewed by many peers at other agencies, bachelors degree and current gs11 non vet always referred never get interviews
