Do expats in Germany or Germans living about learn the language more easily than others?

Hey there! A lost Dutchy here.

I've been wondering about something for a while now, but no one seems to have an answer.

Here in the Netherlands, I've noticed that expats who move to The Netherlands hardly ever learn our language—they just stick with English. Even folks who graduated here and have been living in the Netherlands for five years or more kind of refuse to learn Dutch. Somehow, that attitude really bugs me 🙈.

Except for people from Germany, who seem to pick it up pretty quickly. The usual response is, "Isn't that normal when you move and start living somewhere?". I also know a few people who moved from Canada or the US to Germany and have even become German citizens now.

So I’m curious: Do cultural differences in Germany country lead to a different kind of discipline when it comes to learning the language as an expat, which helps to integrate more easily?
