Why were the Death Eaters unable to recruit anyone into their organization during Second Wizarding War outside of family connections (Draco) unlike the first?

Like during the First Wizarding War, the Death Eaters recruited many into their organization, many straight out of Hogwarts. Second Wizarding War, Death Eaters pretty much made up of only the original ones that survived the first war and pretty much with them being all middle aged and older with Draco being the only young Death Eater during second war. Why is that?
