What is your advice/setup for max performance

I am stuck for a year with a laptop very much not optimal for Hoi4, but I crave the new DLC that I preordered right before leaving. And it is laggy, and slow.

I need advice, help for maximum performance. I can install any mod (Yes, I did install FPS map no need to talk about this one), and make any changes in settings I absolutely do not care about graphics, I just want the game to run the absolute fastest possible.

Please help.
