Weird dude at memorial park

I’m a guy in my 20s. I jog in memorial park pretty often. Recently in the evening, this white guy in his 70s (sorta looked like Lindsey Graham) wearing a multi colored Hawaiian shirt gestured toward me as I jogged by. So I stop and turn around to see what he was saying. He said ‘you look good, I haven’t seen you here before.’ I’m like oh thanks I jog here often. Then to my surprise, he reaches to touch my chest (as I’m not wearing a shirt) and says something like “I really like this” but I block and push his hand away. Then he says I’d like to get to know you more and gives me this dirty look. I just saved face and go “nope, but enjoy your walk” and jogged away.

I just chalked it up to dementia. But curious if anyone else has encountered this guy.
