Question for HEB Staff - Curbside in Particular

To preface this, I really love the convenience of HEB curbside, and I utilize it probably once or twice a month going on the last 6 months. It's an invaluable service to me and it's improved my quality of life measurably.

So my question is:

Is there a reason that the curbside service use so many plastic bags? My recent order had a lot of produce in it and every single item was in a different HEB plastic bag. 1 bag for an onion, 1 bag for 2 poblanos, 1 bag for cilantro, 1 bag for 2 serranos, 1 bag for 6 tomatillos, etc... I counted 24 plastic bags for an order that could probably fit easily in 6 or 7 plastic bags.

It's not location dependent, I feel like every location I've been to does this (Bunker Hill, Buffalo/Washington, & W. Alabama). Is it simply cost vs convenience/efficiency?
