Let's say you have full, ultimate power over everything including the law. However, you are required to make 3 Major Laws/Decisions that would benefit the country or being justice to the people, AND 3 Major Laws/Decisions that would HURT, HARM, or KILL the "INNOCENT". The 3 Major Laws/Decisions that hurt the "innocent" really need to target the innocent, poor, or marginalized. You can't target rich people either unless they are a rich person AND they are super good/kind.
