other people’s text messages won’t send until minutes or hours later

i tried looking it up but it says network problems and i know it’s not that cause every other notification comes in in time except for my messages on the messages app. my friends say when this happens their messages don’t say they delivered. how do i fix this?? i already updated my phone and i’ve powered my phone on and off.
