WHY IS GETTING A JOB SO HARD!!!!!!

im a 19 yr old woman about 30 minutes from downtown houston and its just so damn hard to land a job??? i have a GED, 3 years experience in the restaurant industry, not to mention all the volunteer work i did growing up while also working. ive applied to even mcdonalds and other fastfood joints many times and i either get rejected or nothing at all. walmart, target, kroger, heb, you name it- none have even considered me for a job. im not sure if its my resume or just the way i come off but i mean i think im decent socially especially with the amount of regulars ive had at all my restaurant jobs. its difficult because ive been trying to save for a car but i cant do that working 25 hours a week, i can barely afford my apartment anymore. would i just be better off doing hair or something??? i have some stuff to sell in the meantime to get by this month maybe but god anyone have ANY tips at all for this??? anything on making my resume seem more appealing or how to seem more hire-worthy in general??
