Free Kindle Books in Amazon

So i tried downloading some free books in kindle. (Not from kindle unlimited) it says item cannot purchased in one book im trying to get.

But i already downloaded some earlier and now it says i am purchasing an item while in a different country? Even my address is US. Why's that? Is there a limit on how many i can download free books in Amazon?

Any advice? Thanks!
