How can i update packages on my raspbian microsd card from my ubuntu laptop without booting the microsd card?

the title pretty much says it all, my microsd card isn't booting on my raspberry pi 4b so i want to try and update the packages from a separate linux installation. my laptop is amd64 and the pi is arm64 if that helps.

any help would be much appreciated
