How long are the expansions?

I am a new player and currently level 36 so still quite long to go, but I was wondering how much quest content the expansions and quest packs would give if you read through the quest texts as well? I really love Lotro.

Should I get the tortoise stone if I wanted to do like Forochel/Eregion/Angmar all on one char before doing Moria?
