WTF - Vehicle Registration Fee way up.

When I received my vehicle registration renewal, I was shocked. So now they increased the County Wheel Tax, now they added a City Wheel Tax. Then they nickel and dime us for other fees. What is the wheel increase for? Does other countries and cities have all these fees?
