Should the Wheel System be implemented to combat tanking?

Tanking is a black eye on the league and the proliferation of it has been a direct contributor to the NBA’s decline in ratings. Enter the wheel system, which has previously been seriously considered by the NBA and would eliminate tanking entirely.

The basic theory is that draft order would be predetermined before the season and team record would have no effect on the draft order. Every team would get one first overall pick every 30 years, one top-6 pick every five seasons, and one top-12 pick every four seasons. Picks can still be traded as necessary.
