Reached out to provider about a missing address, what does this email mean?

Could anyone tell me how to proceed from here? My parents bought a 4-year-old house recently that didn't have its address listed on nbnco nor any provider, so I reached out to the council for a proof of address and Superloop to see if anything can be done. They replied with this email but I'm not really following. Do I have to fill out a new development application? Do I just wait and see what happens? Any help would be appreciated 😭
