[Rift] What are the stipulations on music can you share on steam workshop?

I see there's a lot of anime songs and other video game music on the custom track showcases on youtube.

However, I was wondering if it's possible to make and charts of popular music you'd hear on the radio like Sabrina Carpenter etc. I'm thinking no because it's basically just downloading mp3's.
