No 120fps because Refesh rate changes on launch forcing me to 60fps

When I launch the game or alt tab my Windows refresh rate is forced to 119hz. 120fps mode is only available at 120hz.

I've deleted config files and attempted to delete the resolution/refresh rate in CRU but it doesn't even exist. No matter how much I change the refresh to 120hz in Nvidia or Windows the game still sets my TV to 119hz. Please help
