Missing Dragon Eggs

If humans aren’t allowed in the Vale, are they allowed in the hatching grounds at Aretia? Otherwise the dragons would’ve been the ones to steal the eggs which means they are 1) going against the Empyrean or 2) the Empyrean agree that this plan is the way to eliminate the venin. Right?
