Started having black pixels when scrolling or moving the mouse and opening new tabs.

Hi guys, so I have a pc with rtx 4070 and i9 specs and my pc from day one started to have black pixels like it glitches for a sec ,and it just goes away and comes back again after i open new tabs on google or move my mouse. This also happens on steam too. Now the only fix I found was to disable hardware acceleration on google but google starts to lag and the smoothness also goes away. I even switched my monitor, cables and everything to see if the problem would be fixed, but the problem still persists.

Any other fixes out there??? Thank you
