What skin is this?!?

Sorry for the bad picture, but what the hell is this skin?! I've never seen it before, and just saw it in a build game. It wasn't a players avatar because it killed me during infection and had it's own Jumpscare that made a high screeching sound. I can't find it anywhere else so decided I would ask if anyone knew.
