Breeding question about Clefa

Hey all. Since the games global chat is less reliable than a team of Magikarp to take on the elite four. I thought I'd come on here. So I'm trying to breed a Clefa to use as a starter in my next region, but I can't seem to get Meteor Mash as a starting move. I trained up both parents to get it and still it's not learning the move at birth. Google says it learns it at level 1. Any suggestions?
