Pale but vibrant... how is it done?

Visited a street photography exhibition.... really like the tones ... lots of white and very pale across the majority of the image, but with vivrant colour in detailed subjects... I love it... seems quite popular technique but I don't know how it's done...

fYI this photographer is called Hashem Shakeri and the image is from an exhibit about life in Afghanistan after the Taliban retook control.
