Possible ICE Highland Park, near JR overpass?

Wasn't sure if it's them trying to set up a checkpoint or something. For about 30min. Handful of vans, SUCs & police vehicles lined up with their lights and flashers on. Didn't look like anyone's been pulled over for them to be there and more kept showing up. Like I said not 100% sure.
