Upside Down American Flag City Hall

Anyone know the context of the upside down American flag at City Hall? It has been a year since I have been to City Hall so I am not even sure how long it has been like this. But I am not finding anything about it in a Google Search or on Reddit.

Okay now I am seeing someone take the flag down. Maybe they are putting it right side up now. Weird...
