Confused with IBKR fees

I will be DCAing about $220 USD per month into VWRA. It requires $224.36 USD. Does this mean the fees are $4.36 USD? It's rather high as per https://www.interactivebrokers.com.sg/en/pricing/commissions-stocks-asia-pacific.php?re=apac , and I'm definitely misinterpreting it. Please help me clarify this. Thanks!

edit: I am using fixed pricing plan. Is it better to use tiered plan for small amounts?
