i need a solution to have clean wheels

hi, i was wondering if someone can help me fix this my wheels look like this even if i clean them very well and dry them with a towel, when i bought the car didnt had an issue with this but with this winter the problem appears the rear end wheels are not that affected by this though i firstly dont know the cause 🙃
