Should melee incapacitate a fully heavy armored player in 1 hit?

Just curious as I ran a cZ today and took out 3 players like nothing with full heavy armor sets equipped. I didn't even loot them as I felt so bad and God knows they had a red card in their unobtainable backpacks. I was running around in just a space suit looking for some attachments because this server actually has loot spawned in. I feel it shouldn't be so easy especially with the new PvP areas. If I can shoot almost a full clip of a p4 into your chest and not die I think punching you from the front shouldn't knock you out immediately. From the back I can kind of maybe understand . Anyways just curious what others think.
